1. Step back and do a pragmatic assessment of status. This must include business objectives, project resources, requirements and most importantly a map of how those requirements meet the business strategy. Where are gaps? I can almost, with 98% accuracy guarantee there are gaps between requirements and strategy.
2. Assess your stakeholders and sponsors. Are they acting like executives? Are they engaged and providing the necessary support to move decisions? Are there holes in within the group? Again, with an accuracy of 98% I can guarantee there is at least one member of the executive team who is working against the project actively.
3. Assess your team. Do you have the right skills? Are they internal to the organization? If so are they full time to the project? Did they retain responsibilities of their other job also? Is their in-fighting? Look at how your team is interacting with each other. Talk to them individually and as a group. You will get a good feel for what is driving some of the delays, who is working for success, who is showing up for a paycheck and who might be actively working against the project. You might also find some members who don't have the necessary skills.
